Conditions and Qualifications
If you hold a ROC (Taiwan) driving license and are "normally resident" in Ireland, you can apply to exchange your license with the National Driver Licence Service (NDLS) here.
To be considered "normally resident" in Ireland, you must live here for at least 185 days each calendar year. Even if you work or study abroad for extended periods, you may still be regarded as "normally resident" in Ireland, as long as you have personal ties here and return regularly.
Procedure for License Exchange
- To apply for an entitlement letter, please send the following documents to our email (irl@mofa.gov.tw):
- A digital copy of your passport biometric page
- A digital copy of your current Taiwan driving license (both sides)
- Your postal address with eircode and telephone number in Ireland
- **Please note that if your Taiwan license has been expired for more than one year, you must renew it before requesting an entitlement letter from this office.
- Once we receive your documents, we will send them to Taiwan's Ministry of Transportation and Communications (MOTC) for verification. Afterward, we will issue an entitlement letter, which will be sent to your provided postal address via standard post. This process may take 10-12 working days.
- You can then apply to NDLS either online or by visiting their service centre with an appointment. For more details on the application process, visit the NDLS website.

This exchange applies to those holding a Taiwan driving license for small vehicles, motorcycles (between 250cc and 500cc), and mopeds (between 50cc and 250cc).

If you wish to exchange your Taiwan driving license for both cars and motorcycles, please provide all relevant information and apply for the entitlement letter for both at the same time.

Once your Irish driving license is issued, NDLS will send your original Taiwan driving license back to Taiwan’s MOTC for official storage. If you wish to relocate to Taiwan and switch back to your original Taiwan license, you should apply for an exchange with MOTC. For more details, visit the MOTC website.
