Consular Services Update

I
  • Starting from February 1st, 2024, applicants can submit applications from Monday to Thursday from 09:00 to 13:00.
  • 09:00 to 11:00 - by pre-booked appointment only. Those with appointments are requested to arrive on time. If late, please take a number to submit applications during walk-in hours.
  • 11:00 to 13:00 – open for walk-ins after applications with pre-booked appointments are received.
  • No applications will be accepted on Fridays.
  • Please check the instructions listed on the TECO-NY official website in advance in order to prepare your application package, and ensure that your application form, required documents, application fee, and return envelope are included.
II A. For all applications for Passports, Visas, and Document Authentication/Legalization:

  1. Online/pre-booked appointments:
    1. Please make an appointment online in advance. The website for online appointments is https://tecony.simplybook.me/v2/#book. Those who have successfully made their appointments online should come with a confirmation email and report to the front desk in the lobby at the designated time.
    2. Online reservation capacity remains limited. The confirmation email will be proof of a successful appointment and must be presented to the security guard in the lobby upon arrival.
    3. Restrictions: To avoid any abuse of the appointment system, and to be fair to all those who need to submit their applications online, each appointment is intended for one applicant, who will receive a confirmation email with a confirmation code. Those who intend to come to the office without making a prior appointment, bring other applicants who do not have an appointment, or make several appointments on behalf of their relatives or friends, will not be accepted.
  2. Walk-in: Walk-in service is available Monday to Thursday from 09:00 to 13:00. We only accept 25 walk-ins per day. Starting at 08:45, applicants can take a number in the lobby and submit your applications after those with appointments. We operate on a first come first served basis. Please be advised that your waiting time could be extended due to circumstances such as a large number of applicants and long process time for individual cases.
  3. By Mail or Drop-Off: For those who are unable to make appointments in advance and need to submit their applications in person, this office also accepts applications by mail and drop-off. However, please keep in mind that certain applications require an appearance in person. This office accepts applications by drop-off at the TECO-NY lobby between 9:00 am and 4:00 pm from Monday to Friday, excluding national holidays. Please make sure your application package has been carefully sealed and that your name, contact phone number, email address, and application category are written on your package. This office will process the application as soon as we receive it. The mailing address for consular application packages is as follows:

B. Adding Supporting Documents to Your Existing Application

  • Only submissions by mail or drop-off will be accepted. Please mail in or drop off your package at the lobby of TECO-NY between 9:00 am and 4:00 pm from Monday to Friday, excluding national holidays.
  • Please make sure your application package has been carefully sealed and that your name, contact phone number, email address, application category, and case number are written on your package. This office will process the application as soon as we receive it.
C. Pick-Up in Person

  • Pick-up time is between 3:00 pm and 4:00 pm every Tuesday and Friday (excluding holidays). Should you decide to receive your passport or documents by mail after you have submitted your application, please mail in or drop off your application receipt, together with a self-addressed and prepaid USPS return envelope, to this office.
D. Return Service

  • A prepaid return envelope, including the recipient’s name, address, and telephone number, is required if you would like this office to mail passports and/or documents back.
  • To avoid any delay, please make sure that your envelope includes sufficient postage, and that the postage is properly attached according to USPS guidelines.
  • Those who submit applications without a return envelope will have to pick up their materials from this office in person.
  • TECO-NY strongly suggests the use of USPS Priority Mail and Priority Mail Express, both of which include tracking numbers.
III To simplify the process for applications by mail and drop-off, certain requirements have been waived (this waiver is only intended for applications submitted within our consular district, which includes the states of New York, New Jersey, Connecticut and Pennsylvania):
A. Passport Applications

  1. Entry certificate for Republic of China (Taiwan) nationals: Please make an online appointment to deliver your application documents to TECO-NY in person and present an itinerary for an upcoming direct flight.   2. First-time passport applicants: Please make an online appointment to present the required application documents in person. For more information about the required documents, please check the link below:

B. Document Authentication and Legalization

  1. For applications for a certificate/declaration of US residence (for the purpose of ROC National Pension or Old-Age Benefit of the ROC Labor Insurance), or for Power of Attorney regarding the remittance of pension to a US bank, please have the Power of Attorney or Declaration notarized by a local notary public and mail in or drop off the application package (together with a photocopy of the ROC passport, Document Authentication Form, application fee, and return envelope) to this office. However, for applications by mail for the Power of Attorney relating to commerce, the handling of important property, change of personal identity, inheritance, or adoption and will, triple notarization is still required before applicants mail in or drop off their application packages.
  2. Applications for the authentication of academic records, including diplomas, transcripts, certificates of enrollment, and certificates of graduation, can be accepted by mail or drop-off. If the school is unable to mail a hard copy of a confirmation letter to this office, the applicant may ask the school to send an electronic version to this office by email instead.
IV Processing time

  • Please be reminded that it takes time to process applications, not including time in which this office is waiting for additional supporting documents. Please schedule your application carefully and prepare the required documents in advance.
  1. Entry certificates for Republic of China (Taiwan) nationals (traveling on direct flights operated by China Airlines or Eva Air): 3 to 5 days
  2. MRP (Machine Readable Passport, valid for a year): 3 weeks
  3. E-Passport: 12 weeks
  4. Document authentication and legalization applications: 10 business days
  5. Visa: 2 weeks (No expedited service)
V Reminders regarding Prepaid Return Envelopes

  • For those who cannot come to pick up your materials, make sure to prepare a prepaid return envelope with the correct postage.
  • Please be advised to have your return postage ready, as this office does not sell stamps.
  • To avoid any delay, please make sure the postage is sufficient and properly attached according to the USPS guidelines. Mail with insufficient postage will be rejected by USPS.
  • Those who submit applications without a return envelope will have to pick up their materials from this office in person.
  • TECO-NY strongly suggests the use of USPS Priority Mail and Priority Mail Express, both of which include tracking numbers.
VI Payment of Application Fee

  • The application fee can be paid with cash, money order, or a bank certified check (payable to: TECO in NY). Credit cards and personal checks are not accepted. Please check the consular division’s website for information on service fees.
 VII To save time, applicants are advised to carefully read the information on the relevant webpage of our official website (https://www.roc-taiwan.org/usnyc_en/cat/9.html).
