Ambassador Jessica Lee of the Republic of China (Taiwan) and Minister Obichang(MPII) and Minister Udui(MOF) signed Taiwan Digital Opportunity Center(TDOC) MoU on August 15, 2022 at PCC. As Dr. Patrick Tellei of PCC witnessed the MoU signing, Director Stalin Pedro, Manager Conrad Ellechel and Dean Hedrick Kual attended the event as well.
In her remarks, Ambassador Lee gave special thanks to Minister Obichang, Minister Udui and Dr. Tellei, for their teams’ relentless efforts to work with the Embassy to make the TDOC in Palau possible. Taiwan is proud to expand the bilateral partnership with Palau another new level- Digital Opportunity Cooperation.
She said, with signing the MoU, the TDOC will set up in Palau Community College, serving as a learning center for information and communications technology (ICT). Taiwan will provide hardware equipment and on-line courses, from beginning to advanced. Under the management and co-operating by MPII, MOF and PCC, the Center will open to both government and private sectors for those who are interested in developing digital literacy, advanced ICT skills and more.
With the landing of the second fiber-optic submarine cable and the foreseeable digital opportunity in Palau, TDOC’s introduction couldn’t have happened at a better time. Beginning from TDOC, Taiwan and Palau can explore further cooperation opportunities of ICT to benefit business and government development.
Minister Udui, on behalf of the government, appreciated Taiwan government and people’s assistance to this digital opportunity center and it could further accelerate Palau’s economic transformation, especially in the field of Fintech, for example, Digital residency program and stablecoin.
Dr. Tellei also thanked the collective efforts of the two Ministries and the Embassy and their decision to set TDOC at PCC. It will be a great opportunity for the students and the public to join the learning program and make their lives different.
