2025 MOFA Taiwan Scholarship Program is open for application

About

The MOFA Taiwan Scholarship aims to encourage outstanding international students (excluding students from mainland China, Hong Kong and Macau) to study in Taiwan, as well as to promote bilateral exchanges and friendship between the peoples of Taiwan and its allies.

 

The Scholarship is managed in accordance with Guidelines for the MOFA Taiwan Scholarship Program (see Appendix 1) of the Ministry of Foreign Affairs of the Republic of China (Taiwan).


Programs of Scholarship

  1. The pre-degree Mandarin Language Enrichment Program (LEP): Recipients may take the LEP for a maximum of one year at a Mandarin Training Center affiliated with a university or college accredited by the Ministry of Education.
  2. Degree programs: Recipients may apply for admission to any degree program leading to an undergraduate, master or doctoral degree, excluding in-service programs.

 

Duration of Scholarship

  1. Pre-degree LEP: one year.
  2. Degree programs:

(1) Undergraduate program: four years maximum

(2) Master's program: two years maximum

(3) Doctoral program: four years maximum

The Scholarship award periods must be continuous, with no breaks, and cannot exceed a total of five years. The award period starts on August 1 of the first year of study in Taiwan and ends when the award period expires, when recipients graduate, or if recipients withdraw from their studies, or if the Scholarship is terminated. If recipients are unable to arrive in Taiwan in the August of the first year of their study, the Scholarship becomes effective from the month of their arrival. However, the award period cannot be extended. Recipients should enroll at their educational institutions on time. Those who fail to do so without prior approval from the relevant institutions and MOFA will be deemed to have given up the Scholarship. People who have been awarded the Huayu Enrichment Scholarship cannot elect the LEP.

 

Scholarship Benefits

Scholarship recipients will be given a monthly stipend of NT$28,000 for the LEP and NT$33,000 for degree programs. Recipients are responsible for all expenses during their stay in Taiwan. MOFA will, in principle, not provide any other subsidies. MOFA will, however, provide recipients with one-way, economy-class plane tickets for direct flights to and from Taiwan.  Universities and colleges may offer Scholarship recipients reduced tuition and miscellaneous fees.

 

Eligibility

An applicant must meet all of the following criteria:

  1. Is a citizen of Kosovo or Montenegro.
  2. Is a high school graduate or above with an excellent academic record, of good moral character and has no criminal record.
  3. Is not a national of the Republic of China (Taiwan).
  4. Is not an overseas compatriot student.
  5. Has never attended an educational institution in Taiwan at the same level of degree or LEP that he/she intends to apply for.
  6. Is not an exchange student through any cooperation agreement between a foreign university/college and an educational institute in Taiwan while receiving the Scholarship.
  7. Has not previously had a Scholarship revoked by an ROC government agency or other relevant institution.

 

Application

Applicants should email a scanned copy of all documents of the application package (as indication below) to scholarship@tro.hu  and then submit (delivered by post or in person) the application package to Taipei Representative Office in Hungary (TRO) (address: Rákóczi street 1-3, Budapest 1088, Hungary) no later than March 31, 2025. (Please ensure the envelope is postmarked).  Please note that no documents submitted as part of the application package will be returned to applicants.

An application package must include:

  1. A completed application form (signed).(See Appendix 2)
  2. A photocopy of applicant’s passport or other photo IDs that prove nationality.
  3. A copy of the highest degree and academic transcripts.  Documents issued in a language other than Chinese or English must be translated into Chinese or English, and the translated documents must be authenticated.
  4. A copy of a document proving the applicant has applied to a university / college in Taiwan.  Applicants must apply for admission directly to an educational institution or its affiliated Mandarin Training Center. Supporting documents including application form, remittance form showing payment of the application fee, e-mail or written notification from the university acknowledging receipt of the application.
  5. A copy of an English language proficiency certificate (For those who will be studying in a program taught in English)  A photocopy of a TOEFL transcript, a certificate of English proficiency approved by the applicant’s government, or documents to certify that the applicant has graduated from a program taught in English.
  6. A copy of a Chinese language proficiency certificate (For those who will be studying in a program taught in Chinese)  For those applying for degree programs taught in Chinese (without taking the LEP Program first), a photocopy of a Test of Chinese as a Foreign Language (TOCFL) transcript or certificate for Level 2 or above.
  7. Two letters of recommendation. These letters should be written by principals or professors/instructors of the academic institution at which the applicant studied, or supervisors.

 

Selection

TRO will review all complete applications. When necessary, TRO may schedule interviews with applicants. Following review, the Ministry of Foreign Affairs of the Republic of China (Taiwan) will then form a review committee to select recipients and announce the name list no later than June 30, 2025.

Recipients should submit a photocopy of the admission letter, as well as the signed Terms of Agreement for the Taiwan Scholarship Program, to TRO no later than July 15, 2025. Those failing to do so will be deemed to have given up the Scholarship.
