20th Anniversary of RFBR-MOST of Bilateral Partnership in Scientific Cooperation

The Ministry of Science and Technology (MOST) and Russian Foundation for Basic Research (RFBR) celebrate their 20 years of partnership by organizing a “20th Anniversary Conference on RFBR-MOST Bilateral Scientific Cooperation” on the 6th of November at the Grand Victoria Hotel, Taipei. Deputy Minister Shieh of MOST and Vladimir Kvardakov, the deputy chairman of RFBR are invited to give opening speech. Representative Sergey Petrov of the Moscow-Taipei Coordination Commission on Economic and Cultural Cooperation (MTC) also attend this anniversary conference to congratulate both sides. Researchers from both Russia and Taiwan are invited to give presentation and posters to demonstrate their joint research achievements, not only a historical group photo has been taken onsite, a short video has been put together to review bilateral activities between the RFBR and the MOST over the last two decades. This conference attracts more than 100 participants from both sides, making it a fruitful and successful platform to share experience and foster collaborations.

 

Leverage solid foundation of trust between Russian and Taiwanese researchers to promote joint startup and encourage academic-industrial collaboration

 

Space technology is the integration of science and technology in all disciplines, often symbolize a country’s advancement in science and technology. The World’s first artificial Earth satellite was launched by the Soviet Union into an elliptical low Earth orbit in 1957, demonstrate that space technology is well developed in Russia. On 5th of May 1998, the former NSC minister Jenn-Tai Hwang invited former chairman of the RFBR Michael Alfimov to sign the first agreement in scientific cooperation, under the framework, joint workshop and research activities expanded between Russia and Taiwan, which brings more Russian scientists to Taiwan. Over the years, more than ten multi-years bilateral research projects been selected and funded annually, and the total accumulated project jointly funded by the RFBR and the MOST has exceeded 260. Countless researchers from both countries have been successful in finding their counterpart partners under such international cooperation environment. Deputy Minister Shieh of the MOST said the next step will be to place Russia-Taiwan research cooperation on the track of technology innovation, to encourage joint startup and strengthen academic-industrial collaboration.

 

Keynote Speakers to Address the Conference Theme

 

The MOST invited President Jenn-Chuan Chern of the Taiwan Chapter of International Academy of Engineering [1] as a keynote speaker to this 20th anniversary conference. His presentation titled the 10 years of TCIAE development and contribution as a platform for science and technology exchanges between Taiwan and Russia.  In addition, the MOST also invites Professor Shangjr Gwo of National Tsing-Hua University to give a talk on Nitride Semiconductors for Fundamental Studies and Device Applications. The head of RFBR international cooperation Oleg Belyavsky gives a presentation on the RFBR experience in supporting Russian-Taiwanese joint research in Natural Sciences. Lately, the Siberian Branch of the Russian Academy of Science (SBRAS) Professor Sergey Komissarov is invited by the RFBR to give a keynote presentation on Supporting Russian-Taiwanese joint research in Social-Humanitarian Sciences and an Integrative Study on the Palaeolithic Culture of Taiwan: technology, adaptation and cultural affinities.

[1] The International Academy of Engineering (IAE) has about 1,300 academicians from 40 countries. The organization structure consists of nine National Academies and Branches, five Chapters, and Branches and Representative Offices. The Taiwan Chapter (TCIAE) is a branch of the Russian International Academy of Engineering (IAE) in Moscow and was officially approved by the General Assembly of IAE in 2008. The founding president, Dr. Samuel Yin, initiated the application and TAICE was established in 2009 by the approval of Ministry of the Interior as a non-profit corporate legal person organization. Its purpose is to promote the academic and scientific exchanges between Taiwan and Russia, the development and integration of industrial and technological cooperation, the promotion of industrial research and development, and the enhancement of the international integration of engineers and scholars. In the past ten years, TCIAE has served as a major platform to assist academia、governmental and industrial circles with the role of NGO to promote the scientific and technological exchanges between Taiwan, Russia and IAE branches. In the past ten years, through close cooperation between the IAE and the Russian Academy of Engineering (RAE), the two sides have defined each other's advantages and complementary cooperative items through mutual visits, joint seminars, and cooperative researches, and gradual technology transfers. Both sides will promote the development of industrial cooperation, including optoelectronic technology, battery energy technology, precision construction and precast technology, organic materials reuse of biomass energy, seismic isolation materials and other technologies. TCIAE is also able to extend scientific and technical exchanges with the Russian Academy of Sciences, the Siberian Academy of Sciences and major Russia universities and research institutes, as well as the Ukrainian Academy of Engineering, the Belarusian Academy of Engineering, and the Armenian Academy of Engineering, etc. Dr. Samuel Yin, founder of the Tang Prize Foundation, was elected as the Principal Vice President of IAE. Looking forward to the future, TCIAE will continue to work closely with IAE and RAE, recommending Taiwan Science and Technology Elite as academician and communication academician, and in accordance with the founding goals, strengthen the promotion of scientific and technological exchanges between Taiwan and Russia, and promote industrial cooperation and development between the two sides.
